Original Clip: https://www.youtube.com/watch?v=BdQ7RcfnMOU The dalek/cyberman voices are actually very simple, and are both created in the same way. The basic formula: dynamic microphone + speaking really close to the mic + some EQ fiddling + ring modulation (+ optional distortion) = dalek/cyberman. I plan to do a proper tutorial for this in the near future. So, why does it not sound like the original? Well for starters, I am not Nicholas Briggs, nor do I know the exact unaltered performance he gave to produce those voices (it's kind of hard to tell through all the distortion). Further, these character voices were created with TV in mind, and I have pretty much 0 experience creating audio for TV. Finally, my recording setup with my dynamic mic is less than perfect, so it's not as clean as I'd like.
